Add On Hold to work request

The idea (or request) is to add to the two current options in a work request created (Accept and add a record | Reject) an additional option called "On Hold".

This would allow to still take an action on a work request and able to track it in reports/pivot while collecting information to decide to accept/reject.

Work request can be created from ideas, epics, etc....On the drop down below, I only have one option, so I select "Ideas"
