Add a global setting to enable/disable delivery risks for new workspaces

At my organization, we have not enabled delivery risks yet for existing workspaces. We are working on a plan to standardize the automated rules prior to roll out. We discovered that when new workspaces are created, delivery risks are enabled by default. I would like a global setting where you can choose if delivery risks are enabled by default or not for new workspaces.
