Prioritization view: ability to draw a manual horizontal line

I would love to be able to pull a manual horizontal line on the Prioritization view board. It would make it much easier to consider what is in and what is out for a time period.

Challenge: I am struggling with this right now. I really want to be able to provide guidance for what I think is in and out.
