Move the scorecard chart into the roadmaps & custom reports section

The configurable chart functionality for ideas is fantastic, extremely flexible and interactive with the record score card. When scores are added to other record types, there isn't a comparable tool.

Initiatives have a chart, but adding a scorecard to the initiative record can create confusion, as that chart is isolated and not easily maintained in line with a scoring process.

I'd like to be able to generate a "magic quadrant" report using any scorecard data, similar to the existing function for ideas.

Ideally, I could also add a third and fourth visual dimension using color and size. This functionality exists in other chart reporting.

An alternative solution would be adding the ability to plot areas or lines on the existing chart reports. If I could add a heavily weighted line for X & Y at specific points, that'd solve the immediate need.
