Do not show delivery risks for parking lot records

It is helpful to enable delivery risks to flag features when they are not scheduled (have no start and end dates). However, it would be helpful to have an option not to show these flags for items that are in the parking lot. Parking lot work is unscheduled by definition and the lack of dates does not represent a risk.
