Give certain idea portal users' more votes per idea Merged

Each of our internal stakeholders has a limited number of votes and are also allowed to vote up to 3 times per idea. For certain individuals like the CTO or VPs, in addition to increasing their vote count, we'd also like to increase the number of votes cast per idea to give some ideas more weight.
