Adapt voting to give net promoter score

I'd like to replace the current voting options in the Idea Portals with a 1-10 scale that is used to provide a net promoter score for the idea in Aha. This gives our users a way to convey their enthusiasm (or lack thereof) for an idea, giving me a better picture of where to spend effort.
