Merge Ideas Allow to Proxy Votes per Organization

Related to https://big.ideas.aha.io/ideas/A-I-13863 & https://big.ideas.aha.io/ideas/A-I-13864, when merging ideas, there should be a way to merge the proxy votes for an organization. Content from the description should be expanded so that it is all saved and captured, but potentially has an annotation from who added what. Then, we should be able to pick which proxy vote is the primary proxy vote where data is not the same. Perhaps there is even a way to say pick proxy vote X data input or use both (depending on the type of field).
