inherit workflow syncing

When setting up new workspaces most settings can be inherited from the Product Line, but for some reason Workflow Syncing is an exception.

So please make whether Requirements can drive Feature workflow and whether Features can drive Epic workflow a config that is inheritable.

This is useful to minimize the need to do it manually when setting up a new workspace. Manual is more effort and more error prone than inheritance.
