Ability to trigger automation only when added to specific record

We have a defined Architecture review process that occurs for every feature. The exception is for minor UI tweaks that get reported to customers. This feature ends up being a "Minor Enhancement" bucket. I would like the ability to trigger an automation To-Do only when a Requirement is added to a specific Feature (i.e. Q2 Minor Enhancements)
