Allow Proxy votes to be seperated from Regular votes

Per Aha! suggestion, we have implemented a combination of proxy votes and a private portal to allow user groups to review, comment, and vote on specific groups of Ideas. However, because proxy votes are added to the regular votes and visible to all, the votes on the Ideas being discussed and considered will be inflated - even if the Idea is voted down. We would like some sort of capability to keep the proxy votes and standard portal votes seperate and the former not visible on the customer-facing portals.
