Send notifications when filter conditions are met

I would like to be notified when my records are in different states. For example, I would like to create a list view that shows Features that are not in the done status, but are past their due date. I would then like to be able to set up notifications for when that filter returns any results. This would allow me to be more aware of when my records need to be updated.
