Allow promoting ideas to requirements Merged

As we manage our ideas and groom them into releases, we typically do this into requirements of overarching features. We don't tend to have standalone features for a single idea. We will bundle them with a collection of ideas or as part of bigger initiatives. It's a lot of clicking and hoops to go through today to promote an idea to a feature then move the feature to a requirement
