Show linked records above the Suggested Ideas when viewing Related tab on Ideas

When viewing an idea -- the Related tab is what I use to link to related ideas that are similar and often confused, or related. This is far more useful than the new "Similar Ideas" and "People often voted for" long lists. The algorithm to find Similar ideas isn't very accurate, and it's pushing useful information (Linked records) far far down on the screen where it can be missed.
