Dashboards- allow user to bring panels to front or move back

Sometimes panels have a lot of whitespace since you must expand them enough to see data. If you overlap another panel it would be nice to be able to adjust the layer without having to resize and rearrange things. Also to be able to cover up unneeded white space.
