Dashboard panel management Merged

When creating dashboards, if you want to add a panel, you have to manually rearrange and resize the existing panels to make room for the new one - seems like a move the block or sokoban game.

It would be helpful to be able to have a quick viewer that allows for easy drag and drop that would auto move existing panels down to accommodate as you place another panel in its place.

We are using more dashboards to assist in consolidating information for our stakeholders and managers and like to be able to easily improve vs needing to take two aspirin before I decide I want to update.
