Add hover over labels to Idea portal WYSIWYG tool bar icons

The 'Add Idea' WYSIWYG tool bar icons are unlabeled and some are hard to interpret like the format eraser. A hover over label would be very helpful as is found in the “create idea” form.
Knowing these labels already exists in other tools bars, why would you not put this in the Idea portal tool bar?
