External Reports with Functional Filters Merged

Add an option to enable functional filters (filters I chose to enable) for public/external reports.

My use case is I'm trying to give my customer success team access to the statuses of their feature requests so they can relay that status to their customers. I collect customer names as a tag field on idea submission and want my success reps to be able to use filters to drill into requests by their customers. A password protected page would be an easy way to give this access without having to provision "viewer" users for each rep.
