lock ordering of features in a release Merged

i would like the ability to freeze the order of features in a release so no one can accidentally rerank the features. our planning process is all features are ranked by their scorecard and then our product line executive gets to manually adjust the order of individual features. once the order is set then we do not want anyone to change it unless reviewed by our executive. We would like a lock / unlock option on re-rank.
