Limit the number of proxy votes per organization Merged

With potential of 100+ internal users from our support organization accessing our ideas portal and proxy voting for a customer while connected with them, it makes it a challenge for me to have to locate and delete duplicate proxy votes manually from an idea. Ideally, having a similar 'already voted for this idea' message display for the internal user so they can efficiently proxy vote without excessive searching existing votes

Generally, if we're trying to figure out how much impact a feature will have, it'll be measured by organization instead of by individual. Limiting this to ensure that each company gets to give us just their top requirements instead of EVERY idea they've ever had, ensures that our team is only being fed valuable requirements instead of the additional noise that comes with a wide open intake funnel.
