Ability to link the same story to multiple steps in story map

Multiple steps in the story map could have been resolved via a single engineering story. Currently it forces that each step has a unique story

There can be a lot of stuff listed under steps. Freeze (or lock) the row of steps so that as you scroll down to see the items below, you don't lose sight of what the steps are.
