Add the Idea Categories as an option to show on the Features form

Because the Idea Category isn't pulling forward, we are using Initiatives to basically recreate Categories. It would be a whole lot better to use the Idea Categories and use Initiatives for what they are intended for.

Restore the remaining estimate when a Requirement is moved from Shipped back to In Development

When a Requirement is shipped the remaining estimate will go to 0, but if that Requirement is re-opened then it will stay 0. Is there a way to restore the remaining estimate when a Requirement is re-opened?

Have Idea Assignee carry over to Feature Assignee
