Remove 'Will not implement' releases from active releases

Future consideration
It would be very useful to export a release template and all the to-do's per phase so you can see exactly what is in the template, make any amends in .xls e.g. add new To-Do's, remove To-Dos, and then import it back into the system.

Files attached to features should be copied also when copying entire release
currently, when a release is copied to another board, comments and attachments in features are lost. It would be great if these could be copied over also.

A product owner should have the OPTION to configure a default release capacity at a product level. Teams on an iterative release cycle are likely to have a similar capacity release to release.
